یہ لائبریری اقوامِ متحدہ کی سات سرکاری زبانوں میں دستیاب ہے
اقوام متحدہ کے ثقافتی ادارے، یونیسکو نے انٹرنیٹ پر ایک ایسی ڈیجیٹل لائبریری کی بنیاد رکھی ہے جس پر پوری دنیا کی لائبریریوں اور قدیم دستاویزات کا مواد مہیا کیا گیا ہے۔
اس مواد میں گیارہویں صدی کا ایک جاپانی ناول، امریکہ کے نام کے ساتھ پہلا نقشہ اور جنوبی افریقہ سے ایک آٹھ ہزار سال پرانی ہرن کی تصویر بھی شامل ہے۔
دنیا کی تین اہم ڈیجیٹل لائبریریوں میں شامل یہ لائبریری دنیا کا ہر فرد بغیر کسی معاوضے کے استعمال کر سکتا ہے۔
یہ لائبریری اقوامِ متحدہ کی سات سرکاری زبانوں میں دستیاب ہے جن میں انگریزی، عربی، چینی، فرنچ، پرتگیزی، روسی اور ہسپانوی شامل ہیں۔
یونیسکو کا کہنا ہے کہ یہ لائبریری دنیا کے ثقافتی خزانوں کو ڈیجیٹل شکل میں ایک وسیع طبقے تک پہچانے کی کوشش ہے اور امید ہے کہ اس سے غریب اور امیر کے درمیان ’ ڈیجیٹل تقسیم‘ کے خاتمے میں مدد ملے گی۔

عالمی سائبر جاسوسی نظام کا انکشاف

ہیکرز نے دلائی لامہ کے دفتر سے حساس معلومات چرائی ہیں
کینیڈا سے تعلق رکھنے والے محققین نے دعوٰی کیا ہے کہ ایک عالمی سائبر جاسوسی نظام کی مدد سے ہیکرز نے دنیا بھر کے ایک سو تین ممالک میں سرکاری اور نجی اداروں کی خفیہ معلومات تک رسائی حاصل کی ہے۔

یہ بات انفارمیشن وار فئیر مانیٹر نامی گروپ کی دس ماہ کی تحقیق کے بعد آن لائن شائع ہونے والی ایک رپورٹ میں کہی گئی ہے۔

محققین کے مطابق ’گھوسٹ نیٹ‘ نامی یہ جاسوسی نظام بنیادی طور پر چین میں قائم ہے اور اس کا نشانہ بنیادی طور پر ایشیائی حکومتیں رہی ہیں جبکہ اس کے ہیکرز نے دلائی لامہ اور دیگر تبتی جلا وطن شخصیات کے کمپیوٹرز بھی کھنگالے ہیں۔

کینیڈین گروپ کے رکن گریگ والٹن کے مطابق ’ ہمارے ہاتھ ایسے ثبوت لگے ہیں جن سے ظاہر ہے کہ تبتی کمپیوٹر نظام میں داخل ہو کر دلائی لامہ کے نجی دفتر سے حساس معلومات چرائی گئی ہیں‘۔

اس جاسوسی نظام کے تحت ایران، بنگلہ دیش، لٹویا، انڈونیشیا ، برونائی اور بارباڈوس کی وزارتِ خارجہ اور پاکستان، بھارت، جنوبی کوریا، انڈونیشیا، رومانیہ، قبرص، مالٹا، تھائی لینڈ، تائیوان، پرتگال اور جرمنی کے سفارتخانوں کے قریباً تیرہ سو کمپیوٹرز ہیک کیے گئے۔ان کا یہ بھی کہنا ہے کہ تجزیے سے یہ تو صاف ظاہر ہے کہ اس جاسوسی نظام کا مرکز چین ہے لیکن اسے چلانے والے ہیکرز کی شناخت یا عزائم کے بارے میں واضح طور پر کچھ نہیں کہا جا سکتا۔ خبر رساں ادارے ایسوسی ایٹڈ پریس کے مطابق اس سلسلے میں جب چین کی وزارتِ خارجہ اور وزارتِ اطلاعات سے رابطے کی کوشش کی گئی تو وہاں سے کوئی جواب موصول نہیں ہو سکا۔

سائبر جاسوسی پر تحقیق کرنے والے کینیڈین گروپ نے اپنی تحقیق کے دوران پتہ چلایا کہ اس جاسوسی نظام کے تحت ایران، بنگلہ دیش، لٹویا، انڈونیشیا ، برونائی اور بارباڈوس کی وزارتِ خارجہ اور پاکستان، بھارت، جنوبی کوریا، انڈونیشیا، رومانیہ، قبرص، مالٹا، تھائی لینڈ، تائیوان، پرتگال اور جرمنی کے سفارتخانوں کے قریباً تیرہ سو کمپیوٹرز ہیک کیے گئے۔ ان کمپیوٹرز تک رسائی کے بعد ہیکرز نے ان میں ایسے سافٹ ویئر نصب کر دیے جن کی مدد سے نہ صرف وہ انہیں کنٹرول کر سکتے تھے بلکہ ان پر موجود مواد بھی باہر بھیج سکتے تھے۔

اس تحقیق میں شامل کیمرج یونیورسٹی سے تعلق رکھنے والے دو محققین بھی اسی سلسلے میں ایک رپورٹ اتوار کو جاری کر رہے ہیں۔

The night before the Oscars, in India, we were re-enacting the last few scenes of Slumdog Millionaire. The ones in which vast crowds of people – poor people – who have nothing to do with the game show, gather in the thousands in their slums and shanty towns to see if Jamal Malik will win. Oh, and he did. He did. So now everyone, including the Congress Party, is taking credit for the Oscars that the film won!



The party claims that instead of India Shining it has presided over India 'Achieving'. Achieving what? In the case of Slumdog, India's greatest contribution, certainly our political parties’ greatest contribution is providing an authentic, magnificent backdrop of epic poverty, brutality and violence for an Oscar-winning film to be shot in. So now that too has become an achievement? Something to be celebrated? Something for us all to feel good about? Honestly, it's beyond farce.

And here’s the rub: Slumdog Millionaire allows real-life villains to take credit for its cinematic achievements because it lets them off the hook. It points no fingers, it holds nobody responsible. Everyone can feel good. And that’s what I feel bad about.



So that’s about what’s not in the film. About what’s in it: I thought it was nicely shot. But beyond that, what can I say other than that it is a wonderful illustration of the old adage, ‘there's a lot of money in poverty’.

The debate around the film has been framed – and this helps the film in its multi-million-dollar promotion drive – in absurd terms. On the one hand we have the old 'patriots' parroting the line that "it doesn't show India in a Proper Light' (by now, even they’ve been won over thanks to the Viagra of success). On the other hand, there are those who say that Slumdog is a brave film that is not scared to plum the depths of India 'not-shining'.

Slumdog Millionaire does not puncture the myth of ‘India shining'— far from it. It just turns India 'not-shining' into another glitzy item in the supermarket. As a film, it has none of the panache, the politics, the texture, the humour, and the confidence that both the director and the writer bring to their other work. It really doesn’t deserve the passion and attention we are lavishing on it. It's a silly screenplay and the dialogue was embarrassing, which surprised me because I loved The Full Monty (written by the same script writer). The stockpiling of standard, clichéd, horrors in Slumdog are, I think, meant to be a sort of version of Alice in Wonderland – ‘Jamal in Horrorland’. It doesn't work except to trivialize what really goes on here. The villains who kidnap and maim children and sell them into brothels reminded me of Glenn Close in 101 Dalmatians.



Politically, the film de-contextualises poverty – by making poverty an epic prop, it disassociates poverty from the poor. It makes India’s poverty a landscape, like a desert or a mountain range, an exotic beach, god-given, not man-made. So while the camera swoops around in it lovingly, the filmmakers are more picky about the creatures that
inhabit this landscape.

To have cast a poor man and a poor girl, who looked remotely as though they had grown up in the slums, battered, malnutritioned, marked by what they’d been through, wouldn't have been attractive enough. So they cast an Indian model and a British boy. The torture scene in the cop station was insulting. The cultural confidence emanating from the obviously British 'slumdog' completely cowed the obviously Indian cop, even though the cop was supposedly torturing the slumdog. The brown skin that two share is too thin to hide a lot of other things that push through it. It wasn’t a case of bad acting – it was a case of the PH balance being wrong. It was like watching black kids in a Chicago slum speaking in Yale accents.

Many of the signals the film sent out were similarly scrambled. It made many Indians feel as though they were speeding on a highway full of potholes. I am not making a case for verisimilitude, or arguing that it should not have been in English, or suggesting anything as absurd as 'outsiders can never understand India.' I think plenty of Indian filmmakers fall into the same trap. I also think that plenty of Indian filmmakers have done this story much, much better. It's not surprising that Christian Colson – head of Celedor, producers of ‘Who Wants to be a Millionaire?’ – won the Oscar for the best film producer. That's what Slumdog Millionaire is selling: the cheapest version of the Great Capitalist dream in which politics is replaced by a game show, a lottery in which the dreams of one person come true while, in the process, the dreams of millions of others are usurped, immobilizing them with the drug of impossible hope (work hard, be good, with a little bit of luck you could be a millionaire).


The pundits say that the appeal of the film lies in the fact that while in the West for many people riches are turning to rags, the rags to riches story is giving people something to hold on to. Scary thought. Hope, surely, should be made of tougher stuff. Poor Oscars. Still, I guess it could have been worse. What if the film that won had been like Guru – that chilling film celebrating the rise of the Ambanis. That would have taught us whiners and complainers a lesson or two. No?

THE American political salt-n-pepper actor has apparently been wooing slain Pakistani prime minister Benazir Bhutto’s niece, Fatima Bhutto, a 26-year-old poet and journalist, reported American magazine The National Enquirer on Tuesday.

“He’s still out there with his usual assortment of Hollywood eye-candy hanging from his arm,” a film industry source told The Enquirer. “But George insists those days could be coming to an end if Fatima wants to take their relationship to the next level and spend some serious time with him in the US.” “Tricky long distance, Pakistan-to-US dating logistics aside, we think the two would make a nice couple. I mean, just look at her CV. She’s a far cry from Clooney’s last girlfriend, the be-breasted cocktail waitress Fear Factor contestant, Sara Larson.

Fatima Bhutto has a BA in Middle Eastern studies from Barnard and a Masters in South Asian Studies from University of London. So she’s educated.”

According to The National Enquirer, Clooney is also said to be uncharacteristically serious about her, especially considering how smart and independent she is. Although Clooney has been able to keep the relationship under wraps, in private he is gushing to pals about the raven-haired Fatima, say insiders.

George and Fatima met at an international conference last year. George quickly fell for her, revealed the source.

“Fatima was educated at Columbia University… and knew of his heartthrob rep, but she didn’t take his advances seriously because she thought their age difference - not to mention where they each lived - would make a serious relationship impractical. But George has courted her by phone and e-mail and arranged to meet her abroad when their schedules allowed it. Now he wants her to spend time with him in Hollywood.”

انٹرنیٹ پر سماجی تعلقات(سوشل نیٹ ورکنگ) کے حوالے سے مشہور ویب سائٹ’فیس بک‘ بدھ کو اپنی پانچویں سالگرہ منا رہی ہے۔
’فیس بک‘ کا آغاز فروری سنہ 2004 میں امریکی طالبعلم مارک زکربرگ نے کیا تھا اور آج دنیا بھر میں اس کے پندرہ کروڑ صارفین ہیں جن میں سے سّتر فیصد غیر امریکی ہیں۔
مارک زکربرگ اس وقت ہارورڈ یونیورسٹی کے طالبعلم تھے اور انہوں نے یہ سروس اپنے ہاسٹل کے کمرے سے اپنے چند دوستوں کی مدد سے شروع کی تھی اور اس کا مقصد ایک دوسرے کو بہتر طریقے سے جاننے کے سلسلے میں طلباء کی مدد کرنا تھا۔
اس سروس کے آغاز کے چوبیس گھنٹے کے اندر ہارورڈ کے بارہ سو طلباء اس سروس پر رجسٹر ہوگئے تھے اور جلد ہی یہ نیٹ ورک دیگر کالجوں اور یونیورسٹیوں تک پھیل گیا تھا۔
سنہ 2005 کے آخر میں فیس بک کو برطانیہ میں متعارف کروایا گیا اور آج فیس بک کی سہولت دنیا کی پینتیس زبانوں میں موجود ہے جبکہ مزید ساٹھ زبانوں میں اس پر کام ہو رہا ہے۔
’فیس بک‘ کی پانچویں سالگرہ کے موقع پر مارک زکربرگ نے اپنے بلاگ میں لکھا ہے کہ ’ آج جب ہم فیس بک کی پانچویں سالگرہ منا رہے ہیں ہم اس کے ارتقاء اور اسے مزید آسان بنانے کے لیے کوشاں ہیں۔ پانچ برس کے دوران اتنی تیزی سے تعمیر کا عمل آسان نہیں تھا اور ابھی یہ سفر تمام بھی نہیں ہوا ہے‘۔
انٹرنیٹ کے سینیئر تجزیہ کار رابرٹ اینڈرل کے مطابق ’ سوشل نیٹ ورکنگ کو آج وہ مقام حاصل نہیں جو کہ اسے مستقبل میں حاصل ہونے والا ہے۔مستقبل میں یہ چیز لوگوں کی زندگی کا ایک اہم ترین جزو بن جائے گی‘۔ان کے مطابق اس وقت فیس بک بنیادی طور پر ایک ایسا معاشرتی نیٹ ورک ہے جس کی تقلید دوسرے سوشل نیٹ ورک کرنا چاہتے ہیں۔

ISLAMABAD, Jan 31: Details of assets declared by Senators to the Election Commission of Pakistan (ECP) seem to ridicule the public perception as statements by some legislators perceived to be rolling in money showed that their owned properties valued only a few million rupees.

Some even claimed they did not own any property or their multi-million properties were gifted to them by ‘unknown sources’.

Federal Minister Israrullah Zehri, who faced criticism for terming the act of burying alive of three girls in Balochistan a tribal tradition, is the richest Senator, the returns showed. He owns around 50,000 acres of agricultural lands worth several billions of rupees, mostly in Balochistan.

According to Mr Zehri’s statements of assets and liabilities submitted to the Election Commission, he owns 25,000 acres of agricultural land in Kalat, 15,000 acres in Jhal Magsi, 5,000 acres in Khuzdar and 3,000 acres in Thatta.

The value of land has not been shown in his statement. According to Mr Zehri, he inherited the land, which is yet to be distributed among his family members. Mr Zehri owns bungalows in Karachi, Islamabad and Quetta and runs a transport business and also owns a construction company. His statement shows he has Rs35 million in cash and Rs33 million in bank.

Minister for Science and Technology and JUI-F Senator Azam Khan Swati owns huge properties inside and outside Pakistan, including nine houses in Bahria Town in Rawalpindi with an estimated value of Rs180 million.

His statement shows he owns properties worth over $1.6 million in the US and two under construction residential towers in the UAE worth 20 million dirhams.

Attorney-General Sardar Latif Khan Khosa is among the 50 Senators who will retire on March 11 and is among Senators who own houses in Lahore, Multan, Dera Ghazi Khan, Kasur, Rawalpindi and Islamabad, a flour mill, flats, offices, agricultural land and residential plots.

PML-Q Senator Tariq Azim is among a few parliamentarians who have declared their assets abroad.

According to his statement, he owns a house in the UK with an estimated value of £600,000 and other assets worth £120,000. The value of his house in Islamabad is around Rs28 million.

Many, including Deputy Chairman of Senate Jan Mohammad Jamali, declared they did not own a car, suggesting they either travelled by public transport or used only luxury vehicles provided by the government.

Lawmakers who routinely used luxury cars have declared that they owned cars worth just a few hundreds of thousands of rupees. Some legislators tried to prove that they were under a heavy debt.

Senate Chairman Mohammedmian Soomro, who lives in a multi-hectare farmhouse and owns a luxury bungalow in the heart of the capital, declared the value of his immovable assets to be just Rs4.689 million.

He owns houses in Karachi, Lahore, Jacobabad, Ahmedpur and Shikarpur. Among these, two houses have been gifted to Mr Soomro by his mother while the rest were also shared by his family members. The chairman has a Toyota 1998 valuing Rs350,000 only besides Rs892,324 in bank accounts.

Deputy Chairman Jan Mohammad Jamali is among Senators who do not own a car. His immovable assets are worth Rs20.1 million, including rice mills worth Rs10 million in Usta Mohammad. Mr Jamali has declared that he operates a bank account in which he has only Rs60,000. But he said he possessed jewellery worth Rs1.38 million and furniture worth Rs200,000.

Leader of the House Mian Raza Rabbani is one of the luckiest lawmakers. He was ‘bestowed’ two properties as ‘gifts’ in posh areas in Lahore and Karachi worth Rs5 million each. He did not mention whether these properties were houses or plots and did not identify his benefactor.

Mr Rabbani’s other assets include two cars, jewellery weighing 220 tolas, Rs446,000 in bank accounts and furniture worth Rs700,000.

Leader of the Opposition Kamil Ali Agha owns a property worth Rs5.62 million along with moveable assets of Rs13.5 million. The vehicle he owned and furniture and money in his bank accounts was valued at just a ‘few’ million rupees.

Parliamentary Affairs Minister Senator Babar Awan is also among senators who have declared assets abroad. His properties inside Pakistan are worth Rs77.12 million. He has provided details about a property in Spain in which he has paid advance payment of Rs15 million. He has also declared he owns movable assets, including a law firm, worth Rs4.376 million. Mr Awan owns two vehicles and operates two bank accounts with Rs192.41 million and Rs8.383 million, respectively. He has also declared details of multi-million properties owned by his wife.

Minister for Law and Justice Farooq H. Naek has declared immovable property of Rs10.201 million including plots and houses in Karachi besides an office worth Rs1.124 million. His movable assets are worth Rs10.379 million. Mr Naek has liabilities worth Rs5.669 million, including Rs3.23 million received through a crossed cheque on the closure of a foreign currency account operated by Mrs Nusrat Bhutto as her attorney.

Ports and Shipping Minister Babar Ghauri owns properties worth Rs177.55 million and movable properties worth millions of rupees.

Minister for Housing Rehmatullah Kakar has owns an ‘inherited’ property worth Rs130 million, 25 per cent share in a Quetta hospital and two kilograms of jewellery and millions of rupees in bank but he does not own any vehicle.

He also owns millions of dollars and other foreign currency accounts in foreign and local banks. He has liabilities of $1.1 million payable to banks in the United States as loans.

PML-N’s parliamentary leader in the Senate Ishaq Dar owns immovable property in Pakistan worth Rs49.5 million while he owns a villa in the UAE for which he has paid 7.04 million dirhams. His assets also include four vehicles, two of them Mercedes. His other assets are worth millions in investments and bank accounts. There is no liability on Mr Dar.

Former Inter-Services Intelligence (ISI) chief Javed Ashraf Qazi has declared immovable properties worth Rs19.1 million besides movable properties of Rs6.09 million and operates local and foreign currency accounts worth a few million.

Senator Talha Mahmood of JUI-F has declared his immovable property including three houses and a plot worth Rs500 million and Rs114 million movable assets. His liabilities stand at Rs150 million.

PML-Q Secretary-General Senator Mushahid Hussain owns just Rs35,000 in his own name while rest of the property including a 50-acre plot of agricultural land, a 600-square-yard plot and a luxury house in Islamabad are either owned by his wife or shared by his two brothers. A Suzuki car worth Rs300,000 is owned by his wife.

JUI-F’s Secretary-General Senator Abdul Ghafoor Haideri has a house and a plot worth Rs400,000 and Rs150,000, respectively, and furniture valued at Rs100,000. He has no other assets.

MQM’s Mohammad Ali Brohi is among ‘poor’ senators. He owns a house valued at just Rs600,000 and jewelry worth Rs500,000 and furniture of Rs250,000.

Ratna Bhagwandas Chawla, elected on a minorities’ seat, has no immovable property. However, she got loans and advances worth Rs147 million. Ms Chawla, however, operates bank accounts with Rs2.409 million in her name.

Senator Maulana Gul Naseeb is among the poorest of Senators with just Rs30,000 in his bank account. He has no other assets.

اب سے سترہ برس پہلے جب میں نے بی بی سی کی ملازمت اختیار کی تو ایک تربیتی ورکشاپ کے دوران انسٹرکٹر نے یہ نکتہ بھی بتایا کہ بی بی سی مفادِ عامہ کی بنیاد پر قائم نشریاتی ادارہ ہے جو کسی خاص مفاد، لابی یا حکومت کا ترجمان نہیں ہے۔اس لئے بی بی سی کی حتی الامکان کوشش ہوتی ہے کہ ذاتی تعصبات اور دباؤ سے بالا ہوکر حقائق میں ردوبدل کیے بغیر متوازن اور غیرجانبدارانہ صحافت کو یقینی بنایا جائے۔
ورکشاپ میں توازن اور غیرجانبداری کے موضوع پر کئی دلچسپ سوالات سامنے آئے۔ایک سوال یہ تھا کہ اگر کسی مظاہرے پر گولی چل جائے اور آپ کے سامنے کچھ لوگ شدید زخمی حالت میں پڑے ہوں تو کیا آپ انکی جان بچانے کے لئے کسی بھی طرح کی مدد کریں گے یا خود کو صرف رپورٹنگ تک ہی محدود رکھیں گے۔ ورکشاپ کے کچھ شرکاء کا خیال تھا کہ ہمیں پیشہ ورانہ فرائض کی انجام دہی کے ساتھ ساتھ بحیثیت انسان متاثرہ لوگوں کی ممکنہ مدد بھی کرنی چاہئیے۔ جبکہ کچھ کا خیال تھا کہ ہماری ذمہ داری صرف حقائق کی رپورٹنگ ہے۔اس سے زیادہ کچھ کرنے پر ہم اس واقعہ میں فریق بن جائیں گے۔
ایک سوال یہ بھی اٹھا کہ پیشہ ورانہ توازن یا غیرجانبداری کوئی جامد شئے ہے یا زمانے کے ساتھ ساتھ اس کی تشریح و توضیح بھی دیگر تشریحات کی طرح تبدیل ہوتی رہتی ہے۔
مثلاً آج جسے صحافتی توازن اور غیرجانبداری کہا جاتا ہے،اگر اس تشریح کو دوسری عالمی جنگ کے دور پر لاگو کیا جاتا تو کیا یہ ممکن تھا کہ ریڈیو سے چارلس ڈیگال سمیت یورپ کے ان تمام جلاوطن رہنماؤں کو ایسے خطابات و اعلانات نشر کرنے کی اجازت ہوتی جن کا مقصد اپنے اپنے ملکوں پر قابض نازیوں کے خلاف قومی مزاحمت کو ابھارنا تھا۔ تاوقتیکہ ہٹلر کے نمائندوں کو بھی اپنا موقف پیش کرنے کا موقع دیا جاتا۔
بی بی سی کی دوسری دلیل یہ ہے کہ اس طرح کی امدادی اپیل چاہے کتنی ہی احتیاط سے کیوں نہ مرتب کی جائے۔اسے نشر کرنے سے بی بی سی کی غیرجانبداری پر عوامی اعتماد مجروح ہوسکتا ہے۔یہ دلیل درست نہ سمجھنے والوں کا موقف یہ ہے کہ ماضی میں برما کےسمندری طوفان کے متاثرین کی امداد کے لئے بی بی سی ڈی ای سی کی انسانی اپیل نشر کرچکا ہے۔تو کیا انسانی امداد کی ضرورت صرف سمندری طوفان کے متاثرین کو ہوتی ہے۔بموں

اور اگر اسی نشریاتی پالیسی پر عالمی جنگ کے بعد بھی کاربند رہا جاتا تو کیا یہ ممکن تھا کہ بی بی سی انیس سو بیاسی میں برطانیہ اور ارجنٹینا کے درمیان لڑی جانے والی فاک لینڈ جنگ کی کوریج آزادانہ اور غیرجانبدارانہ طریقے سے کرنے کے حق پر تھیچر حکومت کی نکتہ چینی کے باوجود ڈٹا رہتا۔ یہ وہ سوالات تھے جن کا تربیتی ورکشاپ میں کوئی متفقہ جواب سامنے نہ آسکا۔
اسی طرح جب سن دو ہزار تین میں عراق امریکہ جنگ کے دوران صحافیوں کو امریکی اور برطانوی فوجی یونٹوں کے ساتھ منسلک کیا گیا۔ تو یہ سوال اٹھا کہ کیااس طرح کی رپورٹنگ بی بی سی کی توازن اور غیرجانبداری کی تعریف پر پورا اتر سکے گی۔اس کا یہ حل نکالا گیا کہ فوجی یونٹوں سے منسلک رپورٹر یا بی بی سی کے میزبان ہر مراسلے کے بعد یہ وضاحت کریں گے کہ یہ رپورٹنگ کن حالات میں کی جا رہی ہے۔
یہ باتیں مجھے یوں یاد آرہی ہیں کہ بی بی سی نے برطانوی فلاحی تنظیموں کے گروپ ڈزآسٹر ایمرجنسی کمیٹی ( ڈی ای سی) کی جانب سے غزہ کے متاثرین کی اپیل یہ کہہ کر نشرکرنے سے انکار کردیا ہے کہ اسے شبہہ ہے کہ موجودہ غیریقینی حالات میں ڈی ای سی کی امداد غزہ پہنچ پائے گی۔ تاہم بی بی سی کے اس موقف کے خلاف یہ دلیل دی جا رہی ہے کہ یہ طے کرنا نشریاتی اداروں کا نہیں بلکہ امدادی اداروں کا کام ہے کہ وہ کس طرح امداد متاثرین تک پہنچاتے ہیں۔
بی بی سی کی دوسری دلیل یہ ہے کہ اس طرح کی امدادی اپیل چاہے کتنی ہی احتیاط سے کیوں نہ مرتب کی جائے۔اسے نشر کرنے سے بی بی سی کی غیرجانبداری پر عوامی اعتماد مجروح ہوسکتا ہے۔ یہ دلیل درست نہ سمجھنے والوں کا موقف یہ ہے کہ ماضی میں برما کےسمندری طوفان کے متاثرین کی امداد کے لئے بی بی سی ڈی ای سی کی انسانی اپیل نشر کر چکا ہے۔ تو کیا انسانی امداد کی ضرورت صرف سمندری طوفان کے متاثرین کو ہوتی ہے۔ بموں کے متاثرین کو نہیں ہوتی۔اور اگر پھر بھی بی بی سی کو اپیل نشر کرنے میں تامل ہے تو وہ اس اعلان کے ساتھ بھی یہ نشر کرسکتا ہے کہ اس اپیل کے مواد کا بی بی سی کی ادارتی پالیسی سے کوئی تعلق نہیں۔ بالکل ایسے ہی جیسے بی بی سی اور دیگر نشریاتی ادارے برطانوی سیاسی جماعتوں کا منشور پارٹی پولٹیکل براڈ کاسٹ کہہ کر نشر کرتے ہیں۔
اس تنازعے میں ایک جانب بی بی سی تنہا کھڑا ہے تو دوسری جانب بین الاقوامی فلاحی تنظیمیں، حکومتِ برطانیہ اور آئی ٹی وی ، چینل فور اور چینل فائیو جیسے نشریاتی ادارے ہیں۔جن کا موقف ہے کہ غزہ کا المیہ جتنا عسکری یا سیاسی ہے۔اس سے کہیں زیادہ انسانی ہے۔
