Israr Zehri richest among senators: Assets notified

ISLAMABAD, Jan 31: Details of assets declared by Senators to the Election Commission of Pakistan (ECP) seem to ridicule the public perception as statements by some legislators perceived to be rolling in money showed that their owned properties valued only a few million rupees.

Some even claimed they did not own any property or their multi-million properties were gifted to them by ‘unknown sources’.

Federal Minister Israrullah Zehri, who faced criticism for terming the act of burying alive of three girls in Balochistan a tribal tradition, is the richest Senator, the returns showed. He owns around 50,000 acres of agricultural lands worth several billions of rupees, mostly in Balochistan.

According to Mr Zehri’s statements of assets and liabilities submitted to the Election Commission, he owns 25,000 acres of agricultural land in Kalat, 15,000 acres in Jhal Magsi, 5,000 acres in Khuzdar and 3,000 acres in Thatta.

The value of land has not been shown in his statement. According to Mr Zehri, he inherited the land, which is yet to be distributed among his family members. Mr Zehri owns bungalows in Karachi, Islamabad and Quetta and runs a transport business and also owns a construction company. His statement shows he has Rs35 million in cash and Rs33 million in bank.

Minister for Science and Technology and JUI-F Senator Azam Khan Swati owns huge properties inside and outside Pakistan, including nine houses in Bahria Town in Rawalpindi with an estimated value of Rs180 million.

His statement shows he owns properties worth over $1.6 million in the US and two under construction residential towers in the UAE worth 20 million dirhams.

Attorney-General Sardar Latif Khan Khosa is among the 50 Senators who will retire on March 11 and is among Senators who own houses in Lahore, Multan, Dera Ghazi Khan, Kasur, Rawalpindi and Islamabad, a flour mill, flats, offices, agricultural land and residential plots.

PML-Q Senator Tariq Azim is among a few parliamentarians who have declared their assets abroad.

According to his statement, he owns a house in the UK with an estimated value of £600,000 and other assets worth £120,000. The value of his house in Islamabad is around Rs28 million.

Many, including Deputy Chairman of Senate Jan Mohammad Jamali, declared they did not own a car, suggesting they either travelled by public transport or used only luxury vehicles provided by the government.

Lawmakers who routinely used luxury cars have declared that they owned cars worth just a few hundreds of thousands of rupees. Some legislators tried to prove that they were under a heavy debt.

Senate Chairman Mohammedmian Soomro, who lives in a multi-hectare farmhouse and owns a luxury bungalow in the heart of the capital, declared the value of his immovable assets to be just Rs4.689 million.

He owns houses in Karachi, Lahore, Jacobabad, Ahmedpur and Shikarpur. Among these, two houses have been gifted to Mr Soomro by his mother while the rest were also shared by his family members. The chairman has a Toyota 1998 valuing Rs350,000 only besides Rs892,324 in bank accounts.

Deputy Chairman Jan Mohammad Jamali is among Senators who do not own a car. His immovable assets are worth Rs20.1 million, including rice mills worth Rs10 million in Usta Mohammad. Mr Jamali has declared that he operates a bank account in which he has only Rs60,000. But he said he possessed jewellery worth Rs1.38 million and furniture worth Rs200,000.

Leader of the House Mian Raza Rabbani is one of the luckiest lawmakers. He was ‘bestowed’ two properties as ‘gifts’ in posh areas in Lahore and Karachi worth Rs5 million each. He did not mention whether these properties were houses or plots and did not identify his benefactor.

Mr Rabbani’s other assets include two cars, jewellery weighing 220 tolas, Rs446,000 in bank accounts and furniture worth Rs700,000.

Leader of the Opposition Kamil Ali Agha owns a property worth Rs5.62 million along with moveable assets of Rs13.5 million. The vehicle he owned and furniture and money in his bank accounts was valued at just a ‘few’ million rupees.

Parliamentary Affairs Minister Senator Babar Awan is also among senators who have declared assets abroad. His properties inside Pakistan are worth Rs77.12 million. He has provided details about a property in Spain in which he has paid advance payment of Rs15 million. He has also declared he owns movable assets, including a law firm, worth Rs4.376 million. Mr Awan owns two vehicles and operates two bank accounts with Rs192.41 million and Rs8.383 million, respectively. He has also declared details of multi-million properties owned by his wife.

Minister for Law and Justice Farooq H. Naek has declared immovable property of Rs10.201 million including plots and houses in Karachi besides an office worth Rs1.124 million. His movable assets are worth Rs10.379 million. Mr Naek has liabilities worth Rs5.669 million, including Rs3.23 million received through a crossed cheque on the closure of a foreign currency account operated by Mrs Nusrat Bhutto as her attorney.

Ports and Shipping Minister Babar Ghauri owns properties worth Rs177.55 million and movable properties worth millions of rupees.

Minister for Housing Rehmatullah Kakar has owns an ‘inherited’ property worth Rs130 million, 25 per cent share in a Quetta hospital and two kilograms of jewellery and millions of rupees in bank but he does not own any vehicle.

He also owns millions of dollars and other foreign currency accounts in foreign and local banks. He has liabilities of $1.1 million payable to banks in the United States as loans.

PML-N’s parliamentary leader in the Senate Ishaq Dar owns immovable property in Pakistan worth Rs49.5 million while he owns a villa in the UAE for which he has paid 7.04 million dirhams. His assets also include four vehicles, two of them Mercedes. His other assets are worth millions in investments and bank accounts. There is no liability on Mr Dar.

Former Inter-Services Intelligence (ISI) chief Javed Ashraf Qazi has declared immovable properties worth Rs19.1 million besides movable properties of Rs6.09 million and operates local and foreign currency accounts worth a few million.

Senator Talha Mahmood of JUI-F has declared his immovable property including three houses and a plot worth Rs500 million and Rs114 million movable assets. His liabilities stand at Rs150 million.

PML-Q Secretary-General Senator Mushahid Hussain owns just Rs35,000 in his own name while rest of the property including a 50-acre plot of agricultural land, a 600-square-yard plot and a luxury house in Islamabad are either owned by his wife or shared by his two brothers. A Suzuki car worth Rs300,000 is owned by his wife.

JUI-F’s Secretary-General Senator Abdul Ghafoor Haideri has a house and a plot worth Rs400,000 and Rs150,000, respectively, and furniture valued at Rs100,000. He has no other assets.

MQM’s Mohammad Ali Brohi is among ‘poor’ senators. He owns a house valued at just Rs600,000 and jewelry worth Rs500,000 and furniture of Rs250,000.

Ratna Bhagwandas Chawla, elected on a minorities’ seat, has no immovable property. However, she got loans and advances worth Rs147 million. Ms Chawla, however, operates bank accounts with Rs2.409 million in her name.

Senator Maulana Gul Naseeb is among the poorest of Senators with just Rs30,000 in his bank account. He has no other assets.

بی بی سی نے غزہ متاثرین کے لیے امدادی اپیل نشر کرنے سے منع کردیا تھا
اب سے سترہ برس پہلے جب میں نے بی بی سی کی ملازمت اختیار کی تو ایک تربیتی ورکشاپ کے دوران انسٹرکٹر نے یہ نکتہ بھی بتایا کہ بی بی سی مفادِ عامہ کی بنیاد پر قائم نشریاتی ادارہ ہے جو کسی خاص مفاد، لابی یا حکومت کا ترجمان نہیں ہے۔اس لئے بی بی سی کی حتی الامکان کوشش ہوتی ہے کہ ذاتی تعصبات اور دباؤ سے بالا ہوکر حقائق میں ردوبدل کیے بغیر متوازن اور غیرجانبدارانہ صحافت کو یقینی بنایا جائے۔
ورکشاپ میں توازن اور غیرجانبداری کے موضوع پر کئی دلچسپ سوالات سامنے آئے۔ایک سوال یہ تھا کہ اگر کسی مظاہرے پر گولی چل جائے اور آپ کے سامنے کچھ لوگ شدید زخمی حالت میں پڑے ہوں تو کیا آپ انکی جان بچانے کے لئے کسی بھی طرح کی مدد کریں گے یا خود کو صرف رپورٹنگ تک ہی محدود رکھیں گے۔ ورکشاپ کے کچھ شرکاء کا خیال تھا کہ ہمیں پیشہ ورانہ فرائض کی انجام دہی کے ساتھ ساتھ بحیثیت انسان متاثرہ لوگوں کی ممکنہ مدد بھی کرنی چاہئیے۔ جبکہ کچھ کا خیال تھا کہ ہماری ذمہ داری صرف حقائق کی رپورٹنگ ہے۔اس سے زیادہ کچھ کرنے پر ہم اس واقعہ میں فریق بن جائیں گے۔
ایک سوال یہ بھی اٹھا کہ پیشہ ورانہ توازن یا غیرجانبداری کوئی جامد شئے ہے یا زمانے کے ساتھ ساتھ اس کی تشریح و توضیح بھی دیگر تشریحات کی طرح تبدیل ہوتی رہتی ہے۔
مثلاً آج جسے صحافتی توازن اور غیرجانبداری کہا جاتا ہے،اگر اس تشریح کو دوسری عالمی جنگ کے دور پر لاگو کیا جاتا تو کیا یہ ممکن تھا کہ ریڈیو سے چارلس ڈیگال سمیت یورپ کے ان تمام جلاوطن رہنماؤں کو ایسے خطابات و اعلانات نشر کرنے کی اجازت ہوتی جن کا مقصد اپنے اپنے ملکوں پر قابض نازیوں کے خلاف قومی مزاحمت کو ابھارنا تھا۔ تاوقتیکہ ہٹلر کے نمائندوں کو بھی اپنا موقف پیش کرنے کا موقع دیا جاتا۔
بی بی سی کی دوسری دلیل یہ ہے کہ اس طرح کی امدادی اپیل چاہے کتنی ہی احتیاط سے کیوں نہ مرتب کی جائے۔اسے نشر کرنے سے بی بی سی کی غیرجانبداری پر عوامی اعتماد مجروح ہوسکتا ہے۔یہ دلیل درست نہ سمجھنے والوں کا موقف یہ ہے کہ ماضی میں برما کےسمندری طوفان کے متاثرین کی امداد کے لئے بی بی سی ڈی ای سی کی انسانی اپیل نشر کرچکا ہے۔تو کیا انسانی امداد کی ضرورت صرف سمندری طوفان کے متاثرین کو ہوتی ہے۔بموں

اور اگر اسی نشریاتی پالیسی پر عالمی جنگ کے بعد بھی کاربند رہا جاتا تو کیا یہ ممکن تھا کہ بی بی سی انیس سو بیاسی میں برطانیہ اور ارجنٹینا کے درمیان لڑی جانے والی فاک لینڈ جنگ کی کوریج آزادانہ اور غیرجانبدارانہ طریقے سے کرنے کے حق پر تھیچر حکومت کی نکتہ چینی کے باوجود ڈٹا رہتا۔ یہ وہ سوالات تھے جن کا تربیتی ورکشاپ میں کوئی متفقہ جواب سامنے نہ آسکا۔
اسی طرح جب سن دو ہزار تین میں عراق امریکہ جنگ کے دوران صحافیوں کو امریکی اور برطانوی فوجی یونٹوں کے ساتھ منسلک کیا گیا۔ تو یہ سوال اٹھا کہ کیااس طرح کی رپورٹنگ بی بی سی کی توازن اور غیرجانبداری کی تعریف پر پورا اتر سکے گی۔اس کا یہ حل نکالا گیا کہ فوجی یونٹوں سے منسلک رپورٹر یا بی بی سی کے میزبان ہر مراسلے کے بعد یہ وضاحت کریں گے کہ یہ رپورٹنگ کن حالات میں کی جا رہی ہے۔
یہ باتیں مجھے یوں یاد آرہی ہیں کہ بی بی سی نے برطانوی فلاحی تنظیموں کے گروپ ڈزآسٹر ایمرجنسی کمیٹی ( ڈی ای سی) کی جانب سے غزہ کے متاثرین کی اپیل یہ کہہ کر نشرکرنے سے انکار کردیا ہے کہ اسے شبہہ ہے کہ موجودہ غیریقینی حالات میں ڈی ای سی کی امداد غزہ پہنچ پائے گی۔ تاہم بی بی سی کے اس موقف کے خلاف یہ دلیل دی جا رہی ہے کہ یہ طے کرنا نشریاتی اداروں کا نہیں بلکہ امدادی اداروں کا کام ہے کہ وہ کس طرح امداد متاثرین تک پہنچاتے ہیں۔
بی بی سی کی دوسری دلیل یہ ہے کہ اس طرح کی امدادی اپیل چاہے کتنی ہی احتیاط سے کیوں نہ مرتب کی جائے۔اسے نشر کرنے سے بی بی سی کی غیرجانبداری پر عوامی اعتماد مجروح ہوسکتا ہے۔ یہ دلیل درست نہ سمجھنے والوں کا موقف یہ ہے کہ ماضی میں برما کےسمندری طوفان کے متاثرین کی امداد کے لئے بی بی سی ڈی ای سی کی انسانی اپیل نشر کر چکا ہے۔ تو کیا انسانی امداد کی ضرورت صرف سمندری طوفان کے متاثرین کو ہوتی ہے۔ بموں کے متاثرین کو نہیں ہوتی۔اور اگر پھر بھی بی بی سی کو اپیل نشر کرنے میں تامل ہے تو وہ اس اعلان کے ساتھ بھی یہ نشر کرسکتا ہے کہ اس اپیل کے مواد کا بی بی سی کی ادارتی پالیسی سے کوئی تعلق نہیں۔ بالکل ایسے ہی جیسے بی بی سی اور دیگر نشریاتی ادارے برطانوی سیاسی جماعتوں کا منشور پارٹی پولٹیکل براڈ کاسٹ کہہ کر نشر کرتے ہیں۔
اس تنازعے میں ایک جانب بی بی سی تنہا کھڑا ہے تو دوسری جانب بین الاقوامی فلاحی تنظیمیں، حکومتِ برطانیہ اور آئی ٹی وی ، چینل فور اور چینل فائیو جیسے نشریاتی ادارے ہیں۔جن کا موقف ہے کہ غزہ کا المیہ جتنا عسکری یا سیاسی ہے۔اس سے کہیں زیادہ انسانی ہے۔

پروفیسر دانی کی رحلت، ناقابلِ تلافی نقصان

وسط ایشیا کا علاقہ پروفیسردانی کی دلچسپی اور مطالعے کا محور رہا
پاکستان کے صدر آصف علی زرداری نے پروفیسر احمد حسن دانی مرحوم کو خراجِ عقیدت پیش کرتے ہوئے کہا ہے کہ اُن کی رحلت سے قوم کو ایک ناقابلِ تلافی نقصان پہنچا ہے۔ صدر پاکستان کے بقول اُن جیسے ہمہ صفت ماہرینِ عمرانیات و لسانیات روز روز پیدا نہیں ہوتے۔
پروفیسر دانی کا، پِیر 26 جنوری کو، 88 برس کی عمر میں اسلام آباد میں انتقال ہو گیا تھا۔
تیس سے زیادہ کتابوں کے مصنف احمد حسن دانی کی آخری کتاب تاریخِ پاکستان حال ہی میں منظرِ عام پر آئی تھی۔ اُن کی دیگر معروف تصنیفات شمالی پاکستان اور وسط ایشیا کی قدیم تاریخ سے تعلق رکھتی ہیں۔ انھوں نے ساسانی بادشاہت پر بھی تحقیقی کام کیا اور جے پی موہن کے ساتھ مل کر تاریخِ انسانیت نامی انسائیکلو پیڈیا کی تیسری جلد مرتب کی۔
وہ شمالی علاقہ جات کی مختلف بولیوں بلتی، شِنا اور بروشسکی وغیرہ سے تو واقفیت رکھتے ہی تھے لیکن جن چودہ زبانوں پر انھیں مکمل عبور حاصل تھا اُن میں اردو، ہندی، بنگالی، پنجابی، سندھی، فارسی، ترکی، پشتو، سرائیکی، کشمیری، مراٹھی، تامل، فرانسیسی اور سنسکرت جیسی متنوع زبانیں شامل تھیں۔

احمد حسن دانی نسلاً کشمیری تھے اور 20 جولائی 1920 کو رائے پور میں پیدا ہوئے تھے۔ انھوں نے 1944 میں بنارس ہندو یونیورسٹی سے ایم اے کیا۔ وہ اس ادارے سے ایم اے کی ڈگری لینے والے پہلے مسلمان طالبِ علم تھے۔ اگلے ہی برس انھوں نے محکمہ آثارِ قدیمہ میں ملازمت اختیار کر لی اور پہلے ٹیکسلا اور اُس کے بعد موہنجوڈارو میں ہونے والی کھدائی میں حصّہ لیا۔
آثارِ قدیمہ میں اُن کی بے حد دلچسپی کے پیشِ نظر انھیں برطانیہ کی حکومت نے تاج محل جیسے اہم تاریخی مقام پر متعین کردیا۔ تقسیمِ ہند کے بعد وہ پاکستان آگئے اور ڈھاکہ میں فرائض انجام دینے لگے۔
تعلیم و تربیت کے ابتدائی مراحل ہی میں پروفیسر دانی نے محسوس کر لیا تھا کہ آثارِ قدیمہ کی تحقیقات کو عوام تک پہنچانے کے لئے عجائب گھروں کی تعمیر انتہائی ضروری ہے۔ چنانچہ 1950 میں انھوں نے وریندر میوزیم راجشاہی کی بنیاد رکھی۔ کچھ عرصہ بعد جب انھیں ڈھاکہ میوزیم کا ناظم مقرر کیا گیا تو انھوں نے بنگال کی مسلم تاریخ کے بارے میں کچھ نادر تاریخی نشانیاں دریافت کیں جو کہ آج بھی ڈھاکہ میوزیم میں دیکھنے والوں کی توجہ کا مرکز ہیں۔
متحدہ ہندوستان میں انگریز ماہرین کے تحت کام کرتے ہوئے پروفیسر دانی کے دِل میں اس بیش بہا تاریخی، ثقافتی اور تمدنی خزانے کو دیکھنے کی تمنّا پیدا ہوئی تھی جو انگریزوں نے اپنے طویل دور میں جمع کر لیا تھا۔ پروفیسر دانی کی یہ خواہش بیس پچیس برس بعد اس وقت پوری ہوئی جب خود ان کا نام تاریخ اور عمرانیات کے مطالعے میں ایک حوالہ بن چُکا تھا۔ سن ستر کی دہائی میں انھیں انگلستان اور امریکہ کے طویل مطالعاتی دوروں کا موقع مِلا۔
خود اُن کے علم و بصیرت کی چکا چوند جب مغربی دنیا میں پہنچی تو آسٹریلیا سے کینیڈا تک ہر علمی اور تحقیقی اِدارہ اُن کی میزبانی کا شرف حاصل کرنے کی دوڑ میں پیش پیش نظر آنے لگا۔ امریکہ، برطانیہ فرانس اور آسٹریلیا کے علاوہ انھیں جرمنی اور اٹلی میں بھی اعلیٰ ترین تعلیمی، تدریسی اور شہری اعزازات سے نوازا گیا۔
قائدِ اعظم یونیورسٹی سے تعلق
71 میں وہ اسلام آباد منتقل ہوگئے جہاں انھوں نے قائدِاعظم یونیورسٹی میں علومِ عمرانی کا شعبہ قائم کیا اور 1980 میں اپنی ریٹائرمنٹ تک اسی سے منسلک رہے۔
گندھارا تہذیب میں بے پناہ دلچسپی کے باعث پروفیسر دانی کا بہت سا وقت پشاور یونیورسٹی میں گزرا۔ اسی زمانے میں انھوں نے پشاور اور لاہور کے عجائب گھروں کی تزئینِ نو کا بِیڑہ بھی اُٹھایا۔
1971 میں وہ اسلام آباد منتقل ہوگئے جہاں انھوں نے قائدِاعظم یونیورسٹی میں علومِ عمرانی کا شعبہ قائم کیا اور 1980 میں اپنی ریٹائرمنٹ تک اسی سے منسلک رہے۔
ریٹائر ہونے کے بعد انھیں پتھروں پر کندہ قدیم تحریروں میں دلچسپی پیدا ہوگئی اور اواخرِعمر تک وہ گلگت اور بلتستان کے علاقوں میں، آثارِ قدیمہ کے جرمن ماہرین کی معاونت سے قدیم حجری کتبوں کے صدیوں سے سربستہ راز کھولنے کی کوشش میں مصروف رہے۔

ISLAMABAD, Jan 26: Internationally acclaimed archaeologist, historian and linguist Prof Dr Ahmad Hasan Dani died here on Monday morning. He was 88.
Dr Dani had been admitted to the Pakistan Institute of Medical Sciences five days ago with heart, kidney and diabetes problems. His condition deteriorated on Sunday night and he was shifted to the ICU where he died.
He is survived by his wife, three sons — Dr Anis Ahmad Dani, Navaid Ahmad Dani, Junaid Ahmad Dani — and daughter Fauzia Iqbal Butt. He has left behind a large number of admirers, students and friends to mourn his death.
President Asif Ali Zardari expressed profound grief over the death of Prof Dani and described it as a great loss to the nation. He said the country had lost an eminent historian. His death, the president said, had left a vacuum that would be hard to fill.
He said Dr Dani’s contribution to setting up of several museums in the country and his vast publications had set the pace for future course of action in this vital field.
Prof Dani was a world renowned historian. He was regarded as an authority on archaeology, culture, linguistics, Buddhism and Central Asian archaeology and history. He was Professor of Emeritus at the Quaid-i-Azam University, a distinction bestowed on him after his retirement as Dean of the Social Sciences Department in recognition of his contributions. He was founding director of the Taxila Institute of Asian Civilisations of the university since its establishment in 1997 and founding director of the Islamabad Museum.
During his long career, Prof Dani had held various academic positions and international fellowships and conducted archaeological excavations and research. He received a number of civil awards in Pakistan and abroad. As a recognised linguist, he was proficient in more than 14 national and international languages and dialects.
An ethnic Kashmiri, Dr Dani was born in Basna, in the district Raipur in India, on July 20, 1920. He did his Masters in 1944 and became the first Muslim graduate of Banaras Hindu University. In 1945, Prof Dani started work as an archaeologist with Sir Mortimer Wheeler and took part in excavations in Taxila and Moenjodaro. He was subsequently posted at the Department of Archaeology of British India at Taj Mahal.
After partition, he moved to Dhaka and worked as assistant superintendent of the Department of Archaeology. At that time, he rectified the Verandra Museum in Rajshahi. In 1950, he was promoted to the position of superintendent-in-charge of archaeology. For 12 years (1950-62), Prof Dani worked as associate professor of history at the University of Dhaka and also as curator at Dhaka museum. During this period, he carried out archaeological research on the Muslim history of Bengal.
He also worked as a research fellow at the School of Oriental and African Studies, University of London (1958-59). In 1969, he became Asian Fellow at the Australian National University, Canberra. In 1974, he went to the University of Pennsylvania as a visiting scholar. In 1977, he was a visiting professor at the University of Wisconsin-Madison.
Prof Dani was awarded honorary fellowships of the Royal Asiatic Society of Bangladesh (1969), German Archaeological Institute (1981), Ismeo, Rome (1986) and Royal Asiatic Society (1991).
He moved to the University of Peshawar in 1962 as professor of archaeology and remained there till 1971. He conducted a number of archaeological explorations and excavations on the Stone Age and Gandhara civilisation in the Northern Areas and guided the resetting and renovation of Lahore and Peshawar museums.
In 1971, he moved to Quaid-i-Azam University in Islamabad where he established the Faculty of Social Sciences and served as its dean until his retirement in 1980.
He received an honorary doctorate from Tajikistan University in Dushanbe in 1993. The same year, Prof Dani established the Islamabad museum. Between 1992 and 1996, he was appointed adviser on archaeology to the ministry of culture. Between 1994 and 1998, he worked as chairman of the National Fund for Cultural Heritage in Islamabad. In 1997, he became honorary director at the Taxila Institute of Asian Civilisations.
Dr Dani took part in exclusive excavation works on the pre-Indus civilisation site of Rehman Dheri in northern Pakistan. He also made a number of discoveries of Gandhara sites in Peshawar and Swat and worked on Indo-Greek sites in Dir.
From 1985 he was involved in research focussing on documentation of ancient rock carvings and inscriptions on remains from the Neolithic age in the mountainous region of Gilgit-Baltistan, along with Harald Hauptmann of Heidelberg Academy of Sciences, University of Heidelberg. In 1990-91, he led Unesco’s international scientific teams for the Desert Route Expedition of Silk Road in China and the Steppe Route Expedition of the Silk Road in the former Soviet Union.
He was awarded Hilal-i-Imtiaz in 2000 and Sitara-i- Imtiaz in 1969 in recognition of his meritorious contributions. He was also awarded Légion d’Honneur by the French government in 1998, Aristotle Silver Medal by Unesco in 1997, Order of Merit by the government of Germany in 1996 and Knight Commander by the government of Italy in 1994.
Dr Dani authored more than 30 books, the latest being the History of Pakistan published in 2008. His other books include Historic City of Taxila, History of Northern Areas, Romance of the Khyber Pass, New Light on Central Asia, Central Asia Today and Human Records on Karakoram Highway.
He co-authored with J.P. Mohen the Volume III of History of Humanity, and with B.A. Litvinksy The Kushano-Sassanian Kingdom.
He was fluent in Bangla, French, Hindi, Kashmiri, Marathi, Pashto, Persian, Punjabi, Sanskrit, Seraiki, Sindhi, Tamil, Turkish and Urdu languages.
His funeral prayers will be held on Tuesday at the Abbasi market mosque, F-8/3, Islamabad, after Zohr prayers. He will be laid to rest at H-11 graveyard at 2pm

’ہم پاگل ہیں چریا نہیں‘

پاکستان میں جب بھی آئی ایس آئی کا نیا چیف بنتا ہے تو اس کے بارے میں دفاعی مبصر ہمیشہ یہ کہتے ہیں کہ وہ ایک پروفیشنل سولجر ہیں لیکن جیسے ہی یہ حضرات ریٹائرڈ ہوتے ہیں تو ہمیں پتہ چلتا ہے کہ یہ تو اصل میں فلسفی تھے۔ ایسی ایسی بات کرتے ہیں کہ انسان جھوم جھوم جاتا ہے۔
اختر عبدالرحمٰن جو پہلے افغان جہاد کے معمار سمجھے جاتے ہیں اپنے آپ کو فاتحِ سوویت یونین سمجھنے لگے تھے لیکن ریٹائر ہونے سے پہلے ہی اپنے باس جنرل ضیاالحق کے ہمراہ مارے گئے۔ اس لیے ان کے خیالات عالیہ جاننے کا موقع کم کم ملا۔ اس کے بعد حمید گل آ ئے اور جلال آباد فتح کرنے چل پڑے۔ بیس سال گزر چکے ہیں لیکن وہ ابھی تک جلال آباد کے راستے میں ہیں۔ ہر اخبار، ہر ٹی وی چینل پر ان کا سٹاپ ہوتا ہے شاید اسی لیے یہ سفر کبھی ختم نہ ہوگا۔
جنرل اسد درّانی کے کارنامے کسی کو یاد نہیں لیکن میں نے انہیں بین الاقوامی کانفرسوں میں جگتیں لگا کر پاکستان کا امیج بہتر کرنے کی کوشش کرتے ضرور دیکھا ہے۔
پاگل اور چریا
بیچاری اردو زبان ایک جملے میں اتنی بلاغت سہنے کی صلاحیت نہیں رکھتی۔ اردو اور پنجابی ملا کر اچھا ترجمہ ہو سکتا ہے لیکن وہ قابل اشاعت نہیں ہوگا۔ اردو اور سندھی کے ملاپ سے کہا جا سکتا ہے ’ہم پاگل ہیں چریا نہیں‘۔

ان کے بعد آنے والے جنرل جاوید ناصر کو آپ نے کبھی دیکھا ہے؟ آپ نہیں دیکھ سکتے کیونکہ وہ پردہ کرتے ہیں۔ میں نے ٹی وی پر ان کا ایک انٹرویو دیکھا۔ انکا چہرہ نظر نہیں آرہا تھا۔ میں سمجھا ٹی وی خراب ہے۔ پتہ چلا کہ انہوں نے ٹی وی والوں کو انٹرویو اس شرط پر دیا تھا کہ ان کے چہرے کے آگے سیاہ سکرین لگا دی جائے۔
اس کے بعد جنرل جاوید اشرف قاضی آئے۔ ریٹائر ہونے کے بعد قوم کو تعلیم دینے کی ذمہ داری ان پر آن پڑی۔ پہلے انہوں نے بی بی سی کے ایک انٹرویو میں نواز لیگ کے صدیق الفاروق کو منہ بھر کے گالیاں دیں۔ بعد میں قرآن پاک کے سپارے کم لگے تو ان میں اضافہ کر دیا۔
ضیا الدین بٹ، نواز شریف کے ہاتھوں چار پھول لگوا کر صرف کچھ منٹ ہی فوج کے سربراہ رہے۔ یہ بات سمجھ آتی ہے کہ انہیں ایسا صدمہ ہوا کہ آج تک کچھ نہیں بولے۔
جنرل محمود احمد نے اپنے باس جنرل مشرف کی غیر موجودگی میں حکومت کا تختہ الٹ کر انہیں تخت پر بٹھایا لیکن مشرف کی ’وار آن ٹیرر‘ کے پہلے شکار بھی وہی بنے۔ آج کل سنا ہے تبلیغی اجتماعات کی رونقیں بڑھا رہے ہیں۔
لیکن زمانہ تیز ہو گیا ہے اسی لیے آئی ایس آئی کے موجودہ سربراہ نے ریٹائر ہونے کا انتظار نہیں کیا اور حاضر سروس ہوتے ہوئے بھی دنیا کو اپنے خیالات عالیہ سے نوازنا شروع کر دیا۔ اور خیالات بھی کیسے ۔پاکستان کی تاریخ، جغرافیہ، معیشت، سیاست سب کو ایک جملے میں سمو دیا۔ جرمن رسالے کو انٹرویو دیتے ہوئے فرمایا کہ:The world thinks we are crazy but we are not completely out of our mindsبیچاری اردو زبان ایک جملے میں اتنی بلاغت سہنے کی صلاحیت نہیں رکھتی۔ اردو اور پنجابی ملا کر اچھا ترجمہ ہو سکتا ہے لیکن وہ قابل اشاعت نہیں ہوگا۔ اردو اور سندھی کے ملاپ سے کہا جا سکتا ہے ’ہم پاگل ہیں چریا نہیں‘۔
اس کو بلند آواز میں پڑھیں تو لگتا ہے کہ نہ صرف یہ غنائیت سے بھرپور ایک نعرہ ہے بلکہ پاکستان کے حالات کی بھرپور نمائندگی کرتا ہے۔
جنرل شجاع نے اپنے انٹرویو میں یہ بھی فرمایا کہ پاکستان میں طالبان جو بھی کہہ رہے ہیں یا کر رہے ہیں اسے اس لیے نہیں روکا جاسکتا کہ آزادئ اظہار کا حق تو انہیں بھی ہے۔
فوج کے تعلقات عامہ کے ادارے نے اس انٹرویو کی ایک نیم دلانہ تردید جاری کی اور کہا کہ کچھ باتیں سیاق و سباق کے بغیر لکھی گئی ہیں۔ لیکن انٹرویو لینے والے نے یہ بھی لکھا کہ جنرل موصوف انتہائی شستہ جرمن بول رہے تھے جس سے میرا یہ شک اور پکا ہوا کہ جنرل شجاع کی وردی کے پیچھے ایک فلاسفر چھپا ہوا ہے۔ آخر جرمن بڑے بڑے فلسفیوں کی زبان رہی ہے۔ علامہ اقبال نے بھی جرمن فلسفہ پڑھنے کے بعد ہی پاکستان کا خواب دیکھا تھا۔
جُگت برائے امیج

تو ایک ایسے ملک میں جہاں ایک طرف سوات میں بچیوں کو سکول جانے کی اجازت نہیں ہے، جہاں وزیرستان کے باسیوں کو اپنے گھر جانے کی اجازت نہیں ہے، جہاں بلوچستان کے رہنے والوں کو اپنے ہی وسائل کا حق مانگنے کی اجازت نہیں ہے، جہاں ملک کے کروڑوں غریبوں کو عزت سے جینے اور مرنے کی اجازت نہیں ہے وہاں کم ازکم طالبان کے لیے آزادئ اظہار تو ہے۔ یہ ملک ’پاگل ہوں چریا نہیں‘ کی ایک جیتی جاگتی تصویر نہیں تو اور کیا ہے۔
پاکستانی بچوں کو سکول میں اتحاد، تنظیم اور یقینِ محکم کا درس دیا جاتا ہے۔ یہی نعرہ کئی سرکاری دستاویزات اور عمارتوں پر بھی لکھا نظر آتا ہے۔ کیا ہی اچھا ہو کہ ہم اسے خیرباد کہہ کر پاگل ہوں چریا نہیں کو اپنا قومی نعرہ بنا لیں۔ اگر میرے پاسپورٹ پر یہ نعرہ لکھا ہوگا تو اپنا سر فخر سے بلند کر کے دنیا میں کہیں بھی جا سکوں گا۔ اور جہاں جاؤں گا انہیں بھی پاسپورٹ دیکھ کر پتہ چل جائے گا کہ کون آیا ہے۔
